But penalized how? Because if you agreed to provide financially for a wife, and then you took advantage of her domestic baby-making labor while you furthered your career and hers was stunted, then you owe her for the domestic labor she provided to put you in the position you are now in.

And if you produced offspring, then you are also responsible to make sure they are financially provided for as well, since she's now been stunted in her money making capabilities.

It's not a penalty if it's simply a fair transaction in which you pay her out for the services she provided to you while you were married.
