I hadn't even looked at it this way - but you're right! Those in my life who have been chronically late also seem to have a chronic victim mentality. "I was late because there was traffic." Okay well you leave at the same time every morning and you KNOW there is going to be traffic. So plan ahead. It really does come down to being the master of your own fate.
