I sort of see your point, but let's apply it to other crimes:

I think a lot of thieves would just find a way to steal anyway.

I think a lot of murderers would just find a way to kill anyway.

Is there another crime that you'd pass off so flippantly?

If we actually prosecuted rapists and held them accountable, it seems likely they'd at least be a bit deterred. As it is, there are almost never consequences which is why we live in this rape culture.

I bet if the victims were more often men, it would be dealt with swiftly. The fact is that men run the legal system and don't believe rape is much of a problem. They simply ignore the experience of HALF the population, because they don't experience the world the way we do.
