Yes to all of this!

My way of dealing with them is simple, don't feed it. If they are late, go with out them and then do everything possible to prevent them from joining late. Show up late for a meeting and refuse to waste everyone else's time going over what has been discussed. Or even better yet, lock the door and refuse to open it to admit any further participants. Meeting for a night out; don't tell them where ahead of time where your going and then leave without them - and don't answer any phone calls from them.
I share your frustration in dealing with people that are chronically late.
